咨询服务（以下简称“服务”）的内容包括：
（一）本咨询服务包括以下内容：
（1) 量身定制绥芬河木材产业发展整体规划；
（2) 针对绥芬河市木材产业内的主要产业以及针对中小企业的生产和经 营管理方面，制定具体可操作的规划和实施方案；
（3) 制定绥芬河市木材产业采购(国内和国际)以及相关的运营和生产过 程中遵守森林管理委员会(FSC)的规定，如果业主有需求，协助部分 企业得到 FSC 认证；
（4) 培训和研讨会；
本咨询任务预计 2025 年第 2 季度开始，至 2026 年 2 季度结束，咨询任务时 间为 12 个月，工作地点为黑龙江省绥芬河市，最终以全部咨询服务工作内容完成，咨询报告通过业主的认可为判断标准。具体详见《任务大纲》。
（二）黑龙江绥东试验区发展运营（集团）有限责任公司现邀请合格的咨询公 司（“顾问”）表明其对提供此项咨询服务的兴趣。咨询公司进入短名单的标准应基于 以下几个方面：
1.咨询公司应：
（1) 一个正式注册的实体（公共、私人、半自治、或公民社会实体如研
究机构、设计机构、咨询机构、公司、大学、或非政府组织），完全
独立于本项目实施机构和单位（黑龙江绥东试验区发展运营（集团）
有限责任公司、绥芬河市工信局），没有其它参与项目的设计和实施；
（2) 咨询公司应具备至少 5 年的木材行业发展与研究的经验和能力，在 可持续木材行业发展方面完成过类似任务将是一个优势；
2.本咨询服务团队由“绿色”木材行业国际专家（5 人月）和“绿色”木材行业 国内专家（10 人月）组成。
3.团队成员应具备：
“绿色”木材行业国际专家应具备：（1）自然资源管理、林业或相关专业硕士或 以上学历；（2）在全球可持续林业相关领域有 10 年以上工作经验；（3）在国际或 国内木材行业或相关行业机构和利益集团工作或为其提供建议的工作经验；（4）拥 有全球木材行业及相关领域知识与经验，具有国内外木材行业生产、市场运作、管 理的工作经验；（5）具有优秀的中英文沟通与报告撰写能力。
“绿色”木材行业国内专家应具备：（1）自然资源管理、林业或相关专业硕士或 以上学历；（2）在国内可持续林业相关领域有 7 年以上工作经验；（3）在木材行 业或相关行业机构和利益集团工作或为其提供建议的工作经验；（4）拥有木材行业 及相关领域知识与经验，具有木材行业生产、市场运作、管理的工作经验；（5）具 有良好的中英文沟通与报告撰写能力。
4.要求咨询公司递交《意向书》的文件包括但不限于下列文件：
（1) 法定名称及营业执照
（2) 联系人及其详细信息（如地址、电话号码、E-mail 地址等）；
（3) 公司的总体介绍或宣传册；
（4) 公司组织机构、人员和设施情况的描述；
（5) 近五年（自 2020 年 1 月 1 日起至意向书递交截止时间）完成的项目 情况表，包括正在实施的项目；

Assignment Title: Suifenhe City Sustainable Timber Sector Development Support Consulting Service

Chinese government has received financing from the Asian Development Bank toward the cost of the Heilongjiang Green Transformation Demonstration Project Financed by the Asian Development Bank and intends to apply part of the proceeds for SFH-CS-05: Suifenhe City Sustainable Timber Sector Development Support Consulting Service.
The Consulting Services (hereinafter referred to as the “Services”)
Ⅰ.The main contents of the Services are as follows.
Tailor-made overall planning for the development of the timber industry in Suifenhe;Specific and actionable plans and implementation programs for the major industries within the timber industry in Suifenhe, as well as for SMEs
concerning production and business management;Development of compliance with FSC regulations for timber procurement
(both domestic and international) and related operational and production
processes, including assisting some enterprises to obtain FSC certification if
requested by the owners;Training and seminars;
This consulting assignment is expected to commence in the second quarter of
2025 and conclude in the second quarter of 2026. The consulting assignment will
last 12 months, based in Suifenhe City, Heilongjiang Province, and its completion will be judged by the delivery of all consulting service content and the Client’s approval of the consulting report. See Terms of Reference for more information.
Ⅱ.Heilongjiang Suidong Pilot Zone Development and Operation (Group) Co., Ltd.
now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services.The shortlisting standards shall be based on the following
aspects::The consulting firms should
(i) be a duly registered entity, such as a public, private, semi-autonomous, or
civil society organization (e.g., research institute, design institute, consulting
agency, company, university, or non-governmental organization), that is fully
independent from the project’s implementing agencies and units
(Heilongjiang Suidong Pilot Zone Development and Operation (Group) Co.,
Ltd., Suifenhe Municipal Bureau of Industry and Information Technology) and
has no other involvement in the project’s design or implementation. ;
(ii) must have at least 5 years of experience and demonstrated expertise in
timber sector development and research. A proven track record of
completing similar assignments in sustainable timber sector development is
an advantage.The consultancy services team consists of “green” wood industry experts
(5 man-months of international experts) and “green” wood industry experts (10
man-months of national experts).The team members should have:
The “green” timber industry international expert should have: (i) a master's degree
or higher in natural resource management, forestry, or a related field; (ii) more
than 10 years of work experience in global sustainable forestry-related fields; (iii)
experience in working with or advising international or domestic timber industry
organizations, related industries, or interest groups; (iv) knowledge and
experience in the global timber industry, including production, market operation,
and management in both domestic and international contexts; (v) excellent
communication and report writing skills in English and Chinese.
The “green” timber industry domestic expert should have: (i) a master's degree or
higher in natural resource management, forestry, or related fields; (ii) more than 7
years of work experience in domestic sustainable forestry-related fields; (iii)
experience in working with or advising the timber industry, related industry
organizations, or interest groups; (iv) knowledge and experience in the timber
industry and related fields, including production, market operation, and
management; (v) strong communication and report writing skills in both English
and Chinese.The EOI submitted by the consulting firms shall include but not limited to
the following documents:

任务大纲
A．项目背景亚行于 2022 年 12 月 1 日与中华人民共和国签署了亚行贷款黑龙江绿色转型示 范项目贷款协议，贷款于 2023 年 2 月 27 日正式生效。该项目总投资预计约 4.844 亿 欧元，其中亚行贷款 1.874 亿欧元，项目将于 2029 年 3 月 31 日关账。该项目包括 五项主要内容，其中最重要的一项是绿色转型知识共享和机构能力建设，而绥芬河 可持续木材行业发展是本项工作的重要内容之一。绥芬河市木材产业起步于 1990 年代，被中国木业协会认证为“木业之都”。经过 近三十年的培育和发展，木材行业在规模、品类、质量、效益等方面实现了全面跃 升。当前，随着国内外经济形势的变化和产业结构的层次调整，木材加工产业正面 临转型升级的挑战。原材料供给不足。近年来由于受主要木材来源国政策影响，绥芬河市木材加工 行业面临原料短缺的危机，特别是依托进口原木进行粗加工产业。木材行业现状。绥芬河市木材加工企业主要分布在边合区、阜宁镇和绥芬河镇。全市木材生产经营主体二百余户，产业工人三千余人，年加工生产能力近二百万立 方米，产品涵盖、原木销售、板材加工、圆棒加工、板材烘干、生物质颗粒加工家 具及部件、实木（复合）地板、单板、芯板、拼板、木结构房屋、木制餐具、木制 工艺品等。但这些产品在附加值和创新性方面相对较低，行业仍然面临“低成本、低 技术、低利润”的生产模式困境。市场分布现状。绥芬河市的木材产品出口到国内外市场，包括北美、欧洲和东 亚。然而，其他城市和地区的木材补贴政策压缩了绥芬河的市场半径。此外，房地 产市场的低迷和国际对俄罗斯木材产品的制裁也进一步降低了用户需求，突显了产 业转型的紧迫性。柞木、曲柳、落叶松地板表板内销吉林（森工）、辽宁（大连），以及上海、浙江、广东、江苏等长三角、珠三角地区，外销欧美、比利时；地板芯 板内销吉林、辽宁（大连）、浙江（南浔），少量外销荷兰；集成材、刨光材等内 销东三省、江苏及出口日韩；落叶松托盘料、松木床板、框条、龙骨条、沙发条等 家具部件内销沈阳、天津、北京、河北、福建、广东、深圳；家具料内销华东、华 北地区。床板内销河南、河北、山西、陕西；胶合板、防腐木内销北京、天津、河
北；钢琴配件内销广州（珠海）、浙江（宁波）；桦木橱柜及部件外销美国、加拿 大；木质别墅内销国内及出口韩国。复合实木地板外销墨西哥及德国、荷兰、法国、意大利、比利时等欧洲国家；实木地板、樟子松木线条外销日本。落叶、阔叶粗加 工锯材内销浙江（宁波）、辽宁（大连）等地。绥芬河市木材行业虽然形成产业链条，但产业链较为初级，产业结构仍以初级 制造业为主要支撑，“低成本、低技术、低价格、低利润、中低端市场”依然是大 部分企业的现状，综合竞争力、产品溢价力、品牌影响力整体较弱，粗放型的运行 方式在一段时间内仍会顺着惯性被动向前。加之部分省份对“一带一路”及中欧班 列补贴，迅速在青岛、大连、太仓、成都等地形成木材加工产业集聚，绥芬河市木 材加工业销售半径进一步压缩及国内房地产市场低迷，欧盟等国家制裁俄罗斯禁止 俄材质产品出口，导致订单持续减少，企业转型升级迫在眉睫。为推动木材行业实现数字化和可持续发展，提升企业的竞争力和创新能力，特 提出此次咨询服务任务大纲，为绥芬河市木材产业转型升级提供战略指导和技术支 持。
B．任务目标本咨询服务的目标是支持绥芬河市木材行业的可持续发展，提升产业竞争力，促进产业结构升级，助力碳排放减少和环保目标的实现。该咨询服务将协助当地中 小企业制定绥芬河市木材产业发展整体规划、制定绥芬河市木材业中小企业发展规 划和实施方案、采购符合森林管理委员会标准等相关认证机构规定的木材，并“绿 化”运营模式和生产流程，使其更加环保和节约资源。
C．任务的实施安排本咨询任务预计 2025 年第 2 季度开始，至 2026 年 2 季度结束，咨询任务时间 为 12 个月，工作地点为黑龙江省绥芬河市，最终以全部咨询服务工作内容完成，咨 询报告通过业主的认可为判断标准。咨询顾问可以根据实际情况在本工作大纲规定 的期限内连续或不连续地提供技术咨询服务工作。在确保咨询服务总体目标和工作 质量的前提下，征得业主的同意后，咨询顾问可以自行调整其工作计划。在工作期 间，如果咨询专家对本项目提出建议或修改，应以书面的形式提出，并且以充分的 理由证明所提出的建议和修改的正确性。尽管如此，业主仍有权决定接受或不接受 其建议或修改。在项目实施过程中，业主有权对工作大纲进行一些必要的修改，咨 询顾问应据此对其工作计划作相应的调整以适应业主的要求。
D．服务范围、详细任务及资格要求

14. “绿色”木材行业国内专家应具备：（1）自然资源管理、林业或相关专业硕士 或以上学历；（2）在国内可持续林业相关领域有 7 年以上工作经验；（3）在木材 行业或相关行业机构和利益集团工作或为其提供建议的工作经验；（4）拥有木材行 业及相关领域知识与经验，具有木材行业生产、市场运作、管理的工作经验；（5）具有良好的中英文沟通与报告撰写能力。
15. 专家将承担以下详细任务：
（1）审查当前绥芬河的木材业(包括进口、物流、仓储和加工)活动，提出改进和 提高效率的建议，适合绥芬河片区发展的可持续制定 15-5 期内木材产业发展整体规 划;
1）现状评估：深入了解全国木材集聚区现状，区位优势，发展优势、发展定位、存在的问题，与绥芬河市木材产业对比存在的优劣势，提出适合绥芬河木材产
业发展道路。境外了解木材产地资源、加工发展现状，研究破除原料进不来、
产品出不去的贸易壁垒，重点俄境内木材产业发展趋势及对绥芬河木材产业影 响，研究欧美等国家木材在我市落地加工，提出可行性建议。
2）目标设定：明确木业产业整体发展方向以及转型升级可达到的产业集群；通 过指导，提高木材行业年产值；根据现有木材产业现状，确定绥芬河木业发展 定位和发展方向。
3）木材产品分析：创品牌、企业认证、技术工艺标准化、产品研发，根据现有 木材产业基础，规划适合木材产业未来发展的方向，提出具有前瞻性、可行性 建议。
4）公众参与：广泛征求公众意见和建议，提高规划的社会认可度。
5）评审与完善：组织专家评审，根据评审意见进行修改完善。
6）成果编制：形成完整的总体规划文本、图纸及相关说明文件。初步方案设计：根据目标、生态分析和功能需求，设计出初步的功能分区调整方案，包括不同 分区的划分和主要功能定位。
7）专家论证：邀请相关领域专家对方案进行专业论证和指导。
（2）审查木材加工中小企业现有生产和经营管理现状，提出可操作性改进和绿化 业务做法、生产流程和物流的方法;
（3）协助当地中小型企业探索与可持续林业有关的商机，包括在采购(国内和国 际)以及相关的运营和生产过程中遵守森林管理委员会(FSC)等相关认证机构的规 定；
（4）依托绥芬河市口岸区位，针对木材产业结构调整、产业升级、市场定位、数 字赋能木业进行指导和规划；针对转变木材企业传统思维，促进企业转型升级进行 指导；针对绥芬河市木材产业内的主要产业（如：地板、单板、集成材等至少五项 或以上产业），就其结构调整、产业升级、市场定位、未来发展、销售前景、数字 赋能等方面，制定具体可操作的实施规划；
（5）培训、研讨会和能力建设
1）绿色木材价值链的增长机遇为地方政府和相关商业协会代表举办利益攸关方研讨会。重点介绍可促 进绿色增长的生态系统方法（如地方法规和补贴计划的措施和修订、能 力发展、行业参与等）。就软要素研讨会的设计和议程提供反馈意见。
后续咨询支持:向地方政府提供支持（分享最佳实践和政策/激励措施范 例）；
b) 为企业协会、行管、属地部门（包括绥芬河俄罗斯木地板协会和绥芬河 木材协会、地方政府部门）的官员和成员举办系列讲习班，并根据需求 提供咨询支持；

Suifenhe City Sustainable Timber Sector Development
Support Consulting Service
(Package Number: SFH-CS-05)
Mission Outline
A．Project Background
1. ADB signed a loan agreement with the PRC on December 1, 2022 for an ADB loan for the Heilongjiang Green Transformation Demonstration Project and Program, and the loan became effective on February 27, 2023. The total investment of the project is estimated to be about CNY 484.4 million, of which ADB loan is CNY 187.4 million, and the project will be closed on March 31, 2029. The project consists of five main components, the most important of which is green transformation knowledge sharing and institutional capacity strengthening, and the Suifenhe sustainable timber sector development is one of the key elements of this work.
2. Suifenhe City, the timber industry started in 1990’s, as the city as awarded by China Wood Industry Association as “the capital of the wood industry” , after nearly three decades of cultivation and development, the timber industry in terms of scale, category, quality, efficiency and other aspects of a comprehensive leap. At present, with the changes in the economic situation at home and abroad and the level of industrial structure adjustment, wood processing industry is facing the challenge of transformation and upgrading.
3. Insufficient supply of raw materials. In recent years, as a result of policies in major timber source countries, Suifenhe city is facing a crisis of raw material shortage in the wood processing industry, especially in the rough processing industry relying on imported logs.
4. Status of the timber industry. Suifenhe City timber processing enterprises are mainly located in the Bianhe District, Funing Town, and Suifenhe Town. The city's timber production and business subjects more than two hundred households, more than 3,000 industrial workers, and annual processing production capacity of nearly two million m3, the product covers, log sales, panel processing, round bar processing, panel drying, biomass pellet processing, furniture and components, solid wood (composite) flooring, veneer, core boards, splicing boards, wood structure houses, wooden tableware, wooden handicrafts, and so on. However, these products are relatively low in value-added and innovative, and the industry is still facing the “low-cost, low-tech, low-profit” production model dilemma.
5. Status of market distribution. Suifenhe exports its timber products to domestic and international markets, including North America, Europe and East Asia. However, timber subsidy policies in other cities and regions have compressed Suifenhe's market radius. In addition, the downturn in the real estate
market and international sanctions on Russian timber products have further reduced user demand, highlighting the urgency of industrial transformation. Quercus, curved willow, larch flooring table plate domestic sales in Jilin ( Sengong ), Liaoning ( Dalian ), as well as Shanghai, Zhejiang, Guangdong, Jiangsu and other Yangtze River Delta, Zhujiang Delta region, exported to Europe, the United States and Belgium; flooring core plate domestic sales in Jilin, Liaoning ( Dalian ), Zhejiang ( Nanxun ), a small amount of exported to the Netherlands; integrated timber, planed timber, such as domestic sales in the eastern provinces, Jiangsu and exported to Japan and South Korea; larch pallet material, pine bed boards, frame strips, Larch pallet materials, pine bed boards, frame strips, keel strips, sofa strips and other furniture parts are domestic marketed in Shenyang, Tianjin, Beijing, Hebei, Fujian, Guangdong, Shenzhen; furniture materials are domestic marketed in East China and North China. Bed boards are exported to Henan, Hebei, Shanxi and Shaanxi; plywood and anticorrosive wood are exported to Beijing, Tianjin and Hebei; piano parts are exported to Guangzhou (Zhuhai) and Zhejiang (Ningbo); birch cabinets and parts are exported to the U.S.A. and Canada; and wooden villas are exported to the domestic market and to South Korea. Composite solid wood flooring is exported to Mexico and Germany, the Netherlands, France, Italy, Belgium, and other European countries; solid wood flooring, camphor pine wood lines, is exported to Japan. Roughly processed sawn timber of deciduous and broad-leaved wood is exported to Zhejiang (Ningbo), Liaoning (Dalian) and other places.
6. Suifenhe City, although the timber industry is forming the industrial chain, the industry chain is relatively primary, the industrial structure is still the primary manufacturing industry as the main support, “low-cost, low-technology, low prices, low profits, low-end market” is still the status quo of the majority of enterprises, the comprehensive competitiveness, product premiums, and the brand influence of the overall weakness of the sloppy way of operation. The way in a period of time will still follow the inertia of passive forward. Coupled with some provinces on the“ One Belt and One Road ” and China-European liner subsidies, quickly in Qingdao, Dalian, Taicang, Chengdu, and other places in the formation of wood processing industry agglomeration, Suifenhe City, timber processing industry sales radius to further compression and the downturn in the Chinese real estate market, the European Union and other countries sanctioned Russia to prohibit the export of Russian material products, resulting in the continued reduction of orders, and the upgrading of enterprises is imminent. Enterprise transformation and upgrading are imminent.
7. In order to promote the timber industry to achieve digitalization and sustainable development and to enhance the competitiveness and innovation ability of enterprises, this consulting service task outline is proposed to provide strategic guidance and technical support for the transformation and upgrading of the timber industry in Suifenhe City.
B．Mission Objectives
8. The objective of this consulting service is to support the sustainable development of the timber industry in Suifenhe City, enhance the competitiveness
of the industry, promote the upgrading of the industrial structure, and contribute to the realization of carbon emission reduction and environmental protection goals. The consulting service will assist local small and medium-sized enterprises (SMEs) in formulating an overall plan for the development of the timber industry in Suifenhe City, formulating a plan for the development of SMEs in the timber industry in Suifenhe City and implementing the plan, procuring timber that complies with the standards of the Forest Stewardship Council (FSC) and other relevant certifying bodies, and “greening” the mode of operation and the production process in order to make it more environmentally friendly and resource-efficient. The company will also “green” its operations and production processes to make them more environmentally friendly and resource efficient.
C．Arrangement for the Implementation of the Mission
9. This consulting assignment is expected to commence in the second quarter of 2025 and conclude in the second quarter of 2026. The consulting assignment will last 12 months, based in Suifenhe City, Heilongjiang Province, and its completion will be judged by the delivery of all consulting service content and the Client’s approval of the consulting report. The consultant may provide technical consulting services either continuously or intermittently within the period specified in this work outline, depending on the actual situation. With the Client’s consent, the consultant may adjust its work plan while ensuring the overall objectives and quality of the consulting services. If the consultant proposes suggestions or modifications during the work period, these must be submitted in writing and supported by sufficient justification. Nevertheless, the Client reserves the right to accept or reject such recommendations or modifications. During the Project’s implementation, the Client reserves the right to make necessary adjustments to the Outline of Work. The consultant shall correspondingly revise its work plan to align with the Client’s requirements.
D．Scope of Services, Detailed Tasks and Qualifications
10. Company qualifications: The consulting company must be a duly registered entity, such as a public, private, semi-autonomous, or civil society organization (e.g., research institute, design institute, consulting agency, company, university, or non-governmental organization), that is fully independent from the project’s implementing agencies and units (Heilongjiang Suidong Pilot Zone Development and Operation (Group) Co., Ltd., Suifenhe Municipal Bureau of Industry and Information Technology) and has no other involvement in the project’s design or implementation. The consulting company must have at least 5 years of experience and demonstrated expertise in timber sector development and research. A proven track record of completing similar assignments in sustainable timber sector development is an advantage.
11. Scope of this consulting service includes: (i) Tailor-made overall planning for the development of the timber industry in Suifenhe; (ii) Specific and actionable plans and implementation programs for the major industries within the timber industry in Suifenhe, as well as for SMEs concerning production and business management; (iii) Development of compliance with FSC regulations for timber
procurement (both domestic and international) and related operational and production processes, including assisting some enterprises to obtain FSC certification if requested by the owners; (iv) Training and seminars.
12. Composition of experts. The consultancy services team consists of “green”wood industry experts (5 man-months of international experts) and “green” wood industry experts (10 man-months of national experts).
13. The “green” timber industry international expert should have: (i) a master's degree or higher in natural resource management, forestry, or a related field; (ii) more than 10 years of work experience in global sustainable forestry-related fields; (iii) experience in working with or advising international or domestic timber industry organizations, related industries, or interest groups; (iv) knowledge and experience in the global timber industry, including production, market operation, and management in both domestic and international contexts; (v) excellent communication and report writing skills in English and Chinese.
14. The “green” timber industry domestic expert should have: (i) a master's degree or higher in natural resource management, forestry, or related fields; (ii) more than 7 years of work experience in domestic sustainable forestry-related fields; (iii) experience in working with or advising the timber industry, related industry organizations, or interest groups; (iv) knowledge and experience in the timber industry and related fields, including production, market operation, and management; (v) strong communication and report writing skills in both English and Chinese.
15. The expert will undertake the tasks detailed below:
（6）Review current timber industry activities in Suifenhe (including imports, logistics, warehousing, and processing) and make recommendations for improvements and efficiencies, and develop a sustainable overall plan for the development of the timber industry in the Suifenhe area over the Fifteenth Five-Year Plan period.Assessment of the Current Situation: Gain an in-depth understanding of the current state of national timber agglomeration areas, including their location advantages, development strengths, positioning, challenges, and a comparative analysis of the strengths and weaknesses of Suifenhe City's timber industry. Propose a suitable development path for Suifenhe's timber industry. Investigate timber resource origins and the current status of processing development abroad, and research ways to overcome trade barriers that prevent raw materials from entering and products from leaving. Focus on the development trends of Russia's timber industry and its impact on Suifenhe's timber sector. Study timber processing in Suifenhe for Europe, the United States, and other countries, and propose feasible recommendations.
2) Goal Setting: To define the overall development direction of the wood industry and the industrial clusters achievable through transformation and upgrading; to enhance the annual output value of the timber industry through strategic guidance; and to establish the positioning and development direction of
Suifenhe’s wood industry based on the current state of the existing timber
sector.
3) Timber Product Analysis: Brand creation, enterprise certification, process
standardization, and product research and development. Based on the
existing timber industry foundation, plan a suitable direction for the future
development of the timber industry and propose forward-looking and feasible
recommendations.
4) Public Consultation: Widely collect public opinions and suggestions to improve
the social acceptance of the plan.
5) Review and Improvement: Organize expert to review and make modifications
and improvements according to the review opinions.
6) Compilation of results: Form a complete master plan text, drawings, and
related explanatory documents. Preliminary scheme design: According to the
objectives, ecological analysis, and functional requirements, design a
preliminary functional zoning adjustment scheme, including the division of
different zones and the main functional positioning.
7) Expert evaluation: Experts in relevant fields are invited to provide professional
evaluation and guidance to the program.
（7）Review the current state of production and operations management of
wood-processing SMEs and propose actionable improvements and greening of
business practices, production processes and logistics;
（8）Assist local SMEs in exploring business opportunities related to
sustainable forestry, including compliance with relevant certification bodies, such
as the FSC, in sourcing (domestic and international) and related operations and
production processes;
（9）Relying on the port location of Suifenhe City, offer guidance and planning
for the structural adjustment, industrial upgrading, market positioning, and digital
empowerment of the wood industry. Provide guidance on transforming traditional
mindsets in timber enterprises and promoting their transformation and upgrading.
Offer guidance for key sectors within Suifenhe City's timber industry (e.g., flooring,
veneer, integrated timber, and at least five other industries) on structural
adjustment, industrial upgrading, market positioning, future development, sales
prospects, and digital empowerment, and develop specific, actionable
implementation plans;
（10） Training, seminars and capacity-building
a) Growth opportunities in green timber value chains;
b) Organize stakeholder seminars for representatives of local
governments and relevant business associations. Highlight
ecosystem approaches that promote green growth, including
measures and revisions to local regulations and subsidy programs,
capacity development, and industry engagement. Offer feedback on
the design and agenda of the workshop focusing on soft elements.
Follow-up advisory support: Assist local governments by sharing best
practices and examples of policies and incentives;
c) Organize a series of workshops for officials and members of business
associations, line management, territorial departments (including the
Suifenhe Russian Wood Flooring Association and the Suifenhe
Timber Association, and local government departments), and provide
consulting support as needed;
d) Explore potential cooperation with the China Timber and Wood
Products Distribution Association, which has a strategic cooperation
agreement with the local government, with intent to be determined;
e) Featured Topics: a. Creating business opportunities through a circular
economy approach, including the localization of other steps in the
value chain; b. Enterprise-level process re-engineering to enhance
efficiency and reduce emissions, incorporating "green" technologies
such as reverse osmosis water treatment equipment to lower water
consumption; c. Certification systems, including FSC and
environmental management standards, along with related
requirements; d. Exploring marketing opportunities, partnerships, and
related activities;
f) Opportunities to Reduce Carbon Emissions. Conduct carbon
emission reduction workshops in the timber industry to raise
awareness and identify opportunities. ADB is committed to
eliminating or reducing the use of coal as an energy source. Where
coal use is unavoidable, ADB promotes adopting the highest
standards of energy efficiency and emission management practices,
aiming for levels comparable to gas;
g) Seminar on overall planning for the development of the timber
industry in Suifenhe;
h) Seminar on planning and implementing programs for the development
of SMEs in the timber industry in Suifenhe.
E．Expected Deliverables and Payments
16. The deliverables to be submitted for this task include, but are not limited to:
（5）Overall Development Plan for Suifenhe City's Timber Industry: To
formulate a medium and long-term overall development plan for Suifenhe City's
timber industry, clarifying its future development direction, industrial positioning,
and market objectives.
（6）Develop specific and actionable plans and implementation programs for
the main industries, industrial structure adjustment, and transformation and
upgrading within Suifenhe timber industry, as well as for the current production
and business management practices of SMEs. Propose specific strategic plans
for key industries, such as flooring and veneer, to enhance product market
competitiveness and brand influence, improve the technological level of timber
processing, and increase product added value. Formulate a transformation and
upgrading roadmap for timber processing enterprises, promoting the shift of the
wood industry toward high value-added and high-end manufacturing.
（7）Developing compliance with FSC regulations for Suifenhe timber industry
procurement (domestic and international) and related operations and production
processes, and assisting some enterprises to obtain FSC certification if required
by owners.

assignment; and 4) relevant reports and data necessary for the consultant to
perform the assignment.
G．Suggestion by the Consultant
Consultants are requested to make suggestions and
recommendations for improvements to the outline of work in their
technical proposals and to indicate financial implications, if any, in their financial proposals.
